The provision of a regular bus service is one of the conditions imposed on Canberra International Airport as part of the Government's approval of a new office development at its Majura Precinct. The Rudd Labor Government is determined to ensure that future developments on airport land take into account the concerns of neighbouring communities and are better integrated with local infrastructure, such as public transport. In approving their plans to build up to 20,000m2 of new office space, I have asked the Airport operators to make sure this new commercial development is connected to Civic by a regular bus service - a measure that will lessen the development's eventual impact on local roads. Traffic congestion around the Canberra Airport is already a real issue, particularly during the morning and evening peak periods. In response to the growing pressure on local roads, the ACT Government and the Airport are working jointly on the duplication of Pialligo Avenue, a project expected to be completed by early 2009. This $12.4 million project includes: - A new airport access road;
- Upgrades to the roundabouts at Morshead Drive/Dairy Road and Morshead Drive/Monaro Highway;
- Duplication of Morshead Drive between Dairy Road and Fairbairn Avenue;
- Duplication of Fairbairn Avenue between Morshead Drive and Majura Road.
In addition, the Rudd Labor Government will honour its election commitment and provide $30 million to upgrade the roads within the Airport precinct, with this work expected to start in 2009/10. The new office block will be designed to a minimum 4.5 star rating on the Australian Building Greenhouse Rating System, under which five stars represents exceptional greenhouse performance. Beginning in July, work on the new office development is expected to proceed alongside the $250 million terminal upgrade. Both projects will be wholly funded by the Airport.

CONDITIONS OF MINISTERIAL APPROVALCONDITIONS - Canberra International Airport (CIA) must implement and comply with each undertaking or commitment relating to the construction of the Office Building at 15 Lancaster Place, made by or on behalf of it, in the draft Major Development Plan (MDP) lodged with the Minister on 4 December 2007.
- The Development must be substantially completed before the end of the period of 5 years from the day on which the MDP is approved by the Minister, unless an extension is granted by the Minister in accordance with Section 94(7B) of the Act.
- Prior to the sub-leasing of the development, CIA must seek advice from the ACT Government and/or ACTION as to whether the ACT Government or ACTION will provide an adequate bus service for the Majura Park Precinct. If the ACT Government or ACTION advises that no adequate bus service will be provided, for the Majura Park Precinct, CIA must ensure that, from the time the Development starts to be occupied, the Majura Park Precinct will be serviced by, and will continue to be serviced by, an adequate bus service.
If the ACT Government/ACTION ceases to provide an adequate bus service for the Majura Park Precinct, CIA must ensure that, from the time the ACT Government/ACTION cease to provide Majura Park Precinct with an adequate bus service, the Majura Park Precinct will be serviced by, and will continue to be serviced by, an adequate bus service.
In this Condition, 'adequate bus service' means a bus service which connects the Majura Park Precinct with Civic: (a) at times which enable reasonable connectivity with other bus services both at the airport site and to and from Civic; and (b) at intervals sufficient to meet demand, in particular during peak morning and afternoon/evening periods Conditions about the environment - CIA must ensure that the Construction Environmental Management Plan (CEMP) is implemented. CIA must consult with the Airport Environment Officer (AEO) about the implementation of the CEMP, prior to the commencement of building activity.
- CIA must identify water saving technologies (including the consideration of technologies enabling the minimisation of water use, capture of rainwater and the treatment and reuse of recycled water) and submit its proposals to the AEO and Airport Building Controller (ABC) for approval. CIA must implement the identified technologies in the construction and operation of the Development.
